I stayed at Ersu Hotel in Sirkeci once, I don't know their exact prices but I think it is cheap.

It's cheap, in the center of sultanahmet, superfriendly people, and just a great place to stay . We stayed there last summer for 2 weeks and had a great time. We stayed up late playing pool with the guys working there, did some chatting etc.

Good luck with finding a place!
