I am planning to move to Turkey too. You can't just go with a tourist-visa and then pro-long it, you need to do this in advance. You should try the Turkish consolate/embassy that is in your country and ask how you can get a residence-permit. It definitely depends on your reason to go there. If you have a house/estate there, you already have a job-offered (or at least planning to apply for one now), or if you go to university, you have more chance to get a visa. But my experiences so far, are that it's not easy to just move to Turkey.
Because i will go to university, i can get a student-visa, which gives me permission to stay in the country as long as i'm studying. The visa for my first pre-student year (i will take a pre-student-course first) costs $150,-. I don't know what the costs will be after that, but I've been told that visas to Turkey (and for Turkish to other places in the world) are quite expensive.
It's really important that you arrange your visa before you go. If you can't do this, you should go with a tourist-visa and then go to the nearest Dutch Embassy in Turkey and ask them what to do next.
I don't know what your reason to move to Turkey is. If you are married to someone who lives in Turkey, it will be much easier for you to get a visa. As a matter of fact, your marriage actually is your visa  Tho.. it will still cause you quite some effort I'm afraid.
I haven't figured out how it works with insurrances, I would also like to know this
