Crime and punishment: Is a sin also a crime?

It is a fact religious people in Turkey who demand adultery be a crime are among those whom multiple-marriages are commonplace. That is to say: although civil law prohibits multiple-marriages and recognizes only single-marriages i.e. one man-one woman with the blessing of the Koran, some men marry more than one woman in Turkey. Islam allows four wives! They marry the second wife before an imam rather than a civic official. It is claimed some Parliament members of the AK Party are so married.
