I don´t know why this area, but possible because it would not be considered as high of risk to foreign targets. Areas like Taksim, Beyoglu, Levent, Ortakoy, etc, are under hightened security this summer. This area of Old Istanbul near Bakırköy would not be considered a security target.
My other explanation is that the people that performed the attack may very well live in that area so they knew what risk they were taking. Their chances of getting caught in this area were perhaps statistically lower.
How horrible though. Thats all I can say...

Somebody (a bomb expert) was talking on the news yesterday. He said the same bomb wouldn´t kill as many as this if exploded at Taksim. Apperantly they wanted more innocent people to be killed. They waited before exploding the second one until enough crowd were gathered then they blew it remotely (they were watching the crowd).
