Not sure why Turkey would want to belong to an EU that is in recession!  But anyway, there is a lot that Turkey has to do to become accepted.  Croatia is due to join in 2010, and I think the EU are begining to wonder if the EU enlargement programme is becoming to burdensome.

I have never been sure how Turkey would benefit from being a member being probably one of the most self sufficient countries, a strong part of NATO etc.  Once the EU legislation starts to bite I think Turkey would find it difficult to comply due to the diversity of the country.

In my view he means that Turkey will not join if the cost is too great.  The cost could be financial or it could be that they have to make many changes to the country which would be a cost to both the people and again financial.  To become a full member, Turkey has to achieve many things, and perhaps Vinyard has more idea what this is than I do.

Countries can be part members or full members.  Some countries like Romania and Bulgaria were part members and there are some restrictions on them (from the UK anyway) and these will be lifted next year.  Croatia is joining in 2010 but they will not have full membership for a while later.

It is quite a complex system so I hope this little bit helps you.
