Here is a document I found which explains a bit of the dog population in Turkey, especially in Istanbul which has an estimated 150 000 free roaming dogs, free roaming dogs meaning not owned by anyone.

For the country with the most dogs per capita, it is the United States that is at the top of the list with 61,080,000 dogs, this does not include the free roaming dogs.
