years ago I heard that Taiho was actually a Krim Tartar. I haven´t seen any thing about that lately. They say his father was from the Ukrain, however often people confuse the Ukrain with Tataristan. 

Does anyone here know about him, or is anyone here familiar with the history of the Krim Tatar migration to Japan?

Years ago I heard they emigrated out of Russia after/during the Bolshevic revolution and many ended up in Japan.  I believe there was at one time a group of Tatars in the SF Bay Area who were from that diaspora.
