Graham E. Fuller was former CIA chief in Turkey, Afghanistan, etc, vice-chairman of the US Nat´l Intelligence Council, and later head of RAND Corp´s Middle East section. He is known as the architect of the US-Jihadist alliance in Afghanistan, as well as the subsequent US strategy toward establishing Muslim B´hood rule across the Middle East, ushered by way of initial regime change in Turkey meant to serve as a model and pilot for the plan. 

Fuller is also known as the long-time strategic partner of F. Gulen and the sponsor of Gulen´s US permanent residence permit (Green Card).

Now it is revealed that Graham Fuller´s daughter Samantha Ankara Fuller (her middle name dates from Fuller´s posting as CIA chief in Turkey´s capital) was married to Ruslan Tsarnaev (Tsarni), a former CIA operative of Chechen origin, who happens to be the uncle of the two Boston bombers and the person who sponsored their immigration into the US.
