Here is my attempt, until you get help from a Turk (lack of punctuation and Turkish letters makes it harder for me to be accurate)

çok iş var = there is a lot of work

benim çok iş var = I have a lot of work (here)

burada = here (could be part of first sentence, or next sentence)

sen beni tlf (telefon?) arayabilirdin = You could have called me (here)

ben sana dönebilirdim = I could have come back (returned) to you.

I think that "dönmek" may mean "call back" here. So the whole sentence could mean:

I have a lot of work here. You could have called me, I could return /or/ I could call you back.

Whiteout why dont you quote posts like everyone does? Or at least leave a space between your answer and the quote.

Your taranslation has some mistakes. You must use could instead of can.

I want to correct the original sentence too:

Benim burada çok işim var. Sen beni telefonla arayabilirdin. Ben sana dönebilirdim.

Can someone explain me when we use "could have" and when we use "could"? Thank you.

My try at explaining.

Could is used when something is still possible (but not definite), because it might still be done now or in the future.

I could come to your party if I start to feel better.

If you let me know when you plan to visit Samsun, I could show you around.

(possible but less definite)

If you let me know when you plan to visit Samsun, I can show you around.

(possible and more definite)

I could become a teacher, if I study hard.

Could have (could´ve) is used for something in the past that was possible, but didn´t happen.

I could have come to your party, but I didn´t go because I had a cold.

If I´d (I had) known you were visiting Samsun, I could´ve shown you around.

I could have been a teacher, but I never studied enough and dropped out.

Often people write could of in place of could´ve, but this is wrong, even though the sound is the same.

Sana yardım edebilirim (I can help you)

Sana yardım edebilirdim (I could have helped you) It was possible, but it didn´t happen
