Bilip bilmeden konuşmak

I would like to know what "bilip bilmeden konuşmak" means in English.

TDK´s dictionary for idioms do not give anything for "bilip bilmeden konuşmak." Strange.

Basically it means "bilmeden konuşmak", maybe sometimes with an angry tone. It is used for people who say stuff about something they don´t have any idea of.

come on now! surely thats a suggestion made by the people who are too lazy to put some focus into their reading. oversimplification of syntax doesnt work with every kind of text that is not required to put some thought into.

if someone speaking as if he knows everything in a particular subject but actually he is guessing or making up, then definitely he is "bilip bilmeden konuşuyor"
