I don´t know much about this issue, but as far as i know a new act (Act No: 6458), which is forcing general health insurance for resident foreign adults, became valid on 11/04/2014.

Yes that ruling is requiring health insurance for foreign residents but there has been a new agreement between the Turkish GDMM and the English Foreign Office stipulating that over 65 year old residents do not require insurance. Doesn´t make sense to me but that is the new agreement. Unfortunately, not all offices dealing with applications are aware of this new ruling.
