Question about 3. Why can we use öğrenmek? I rarely see the infinitive of a verb. I know we can use it with Istemek.

It is a noun sentence. The predicate is "zor bir iş" [ a difficult job] which describes the action [to learn].  So, we can use infinitive form of verb with noun sentences.

Yüzmek kolay. ---> Swimming is easy.

Yabancı dil öğrenmek     zor bir iş. --> Learning a foreign language is a difficult job.

I always try to translate your sentence in Turkish without using the indication you give us tunci and I came up with something different :

Yabancı bir dil öğrenmenin zor bir iş olduğuna dair hiçbir şüphe yok.

Litterally : 

"About the fact that learning a foreign language is a difficult job, there is no doubt".

Is-it another viable option ?

Yes, your version may be considered as another option however it doesn´t flow very smoothly through my ears,  it sounds bit tiring with -dIk participle.
