If he weren´t in İstanbul he´d come here.

Question, I put gördüğüme since I found it in a reference. But I did not understand what the final ´e´ was for?

Şaşırmak this verb require adding dative case.

Given that it is the same subject in the main sentence "I am surprised" as in the subordinate "to see you here", can we simply say :

"Seni burada görmeye şaşırdım" ?

Yes , it is the same subject in the main sentence , however görmek and şaşırmak forms a compound sentence, -dIk participle has to come.  So, it is not possible without -dIk participle. Note that dık participle the vowel changes according to vowel harmony and the consonant changes.

 dık ---> -dük ---> düğ

 

Seni burada gördüğüme şaşırdım.

I am suprised [that] I see [saw] you here.
