Yes, that will sound more correct wording in English with "been".  Most of the time I am focusing on Turkish sentence more than its English equivalent. May be that´s why I missed the "been" there.

"oluyor" or "oldu" both can be used in the context, however "oluyor" sounds bit more natural / exact expression or better clarification of Ali´s near past. As we are making this statement at very present moment, present -yor can suit better.
