My try : Make a stand explaining if it is necessary or not to learn by heart times table. 

I don´t understand really the use of "gerekçeleri", couldn´t we just say instead "Çarpım tablosunu ezberlemenin gerekli olup olmadığını anlatınız" ?

You can say it and everyone can understand. But, you know, it would seem that something is missing. 

Explain with its justifications that memorizing the times table is necessary or not.
