How often turkish use this kinds of sentences.
O yirmi bir yaşında
or
O yirmi bir yaşındadır
To use "Dır" is more formal, or what is the difference?

Yes, without the -dir it sounds better. The -dir is really for statements mostly scientific or historical etc. It is like saying "it is a fact that" when you use -dir.
İstanbul, Türkiye'nin en büyük şehridir.
So when you say "bu araba yeşildir" you are saying "it is a fact that this car is green". Instead you can just say "Bu araba yeşil".
This is a noun sentence:
"Hava çok güzel"
The usage of the complement -dir (ek fiil) is dropping day by day.

i agree but the 'dir'can also be used in emphasis i've hesrd this in turkiye a lot when two people are in a disagreement,for example bu bir yesil araba=this is a green car,fair enough but in this case i don't agree that the car is green i think it's blue in that case i would respond with hayir bu bir yesil araba degilDIR,bu araba maviDIR,no this car is not green,this car is blue,the 'dir' in this case means i personally believe that this car is blue and can't be any other colour,so the 'dir' is used to emphasise the point,i've seen turks also use the 'dir'suffix on 'degil'(it's really not)to emphasise the point.

Yes - I agree......
However, the initial question was about simple Türkçe, not about emphasis of a particular attribute of an object. So the more common situation would be to drop the -dir suffix.
What do you mean by adding -dir to "degil"?
Do you really mean "değil" ???

yes bod but as a stand alone sentence,that is you are stating a fact without any other information i would add the 'dir'if it is a fact based sentence with other information included before or after i too would drop the 'dir'suffix,(if that makes sense as far as adding the 'dir' suffix to the word 'degil'is concerned,that too is used for emphasis degil=not degil'dir'its really not.

Değil is a totally different word to "degil"

I have written a Türkçe keyboard layout that allows you to continue to use use your existing English keyboard unchanged - it just adds the Türkçe characters........
