Su çok souktur!

I think you added ´u´ because of ´the´. Sometimes it works that way in Turkish, but depends, especially on the verb:

I know the girl. K覺z覺 tan覺yorum.

I know a girl. Bir k覺z tan覺yorum.

"suyu çok souktur" means "its water is very cold"

su çok souk => the water is very cold

there is no need to add -tur to souk in this sentence.

Polyglot - you wouldn´t want to equate -tur with ´is´. Adding -tur changes the meaning a bit. I think this is to emphasize a fact.

I think -d覺r is the most confusing suffix in Turkish..

There are many rules for when to use and when not to use it..

For example, in the following examples you have to use it (scientific fact):

I覺k enerjidir -- Light is energy

Kireç alkalidir -- Lime is alkali

But -ar, -er (geni zaman -simple present tense) is never followed by -d覺r (exception?)

Dünya, Güne´in etraf覺nda döner -- The Earth revolves around the Sun

You will find it widely used in political speeches:

x-c覺 terörizm cezaland覺r覺lmal覺d覺r -- x-ist terrorism must be punished.

In the following sentence you don´t have to use it (moreover, it´s better not to use it)

Aye güzel bir k覺z -- Aye is a beautiful girl

But there may be a case that the predicate needs to be stressed ( as if her beauty is like a scientific fact!)

Aye güzel bir k覺zd覺r.

-d覺r, as you said, may change the meaning:

Yer 覺slak -- The ground is wet (as in "yer 覺slak, dikkat et!")

Yer 覺slakt覺r -- The ground may be wet (as in "yer 覺slakt覺r, dikkat et!")

Kars´ta kar ya覺yor -- It´s snowing in Kars.

Kars´ta kar ya覺yordur -- It must be snowing in Kars.

Ali eve dönmü -- (someone told me that) Ali is back home.

Ali eve dönmütür -- (my opinion is that/ it is probable that) Ali is back home

There is more but I will stop here {#emotions_dlg.koffie}

Is this a good usage of dir?

Someone says your Step-Mother is now your Mother.

You respond:

Benim annem annemdir.

Yes, as  the predicate needs to be stressed, -dir must be used in this sentence. On the other hand, if possible, we almost always use it with the latter when a word (or group of words) is repeated twice in a sentence no matter the latter is the predicate of the sentence or not:

alt覺n alt覺nd覺r.

bitmi i bitmi itir.

kad覺n kad覺nd覺r, erkek de erkektir.
