Can a Turkish bilen please help to translate this whole block into English.  I can guess what it generally means but I am not able to understand what EXACTLY I need to do .... if someone can translate the whole block of text I shall be extremely grateful for help.  If you do not wish to translate the whole block, please let someone who is able.  Thank you.
