well according to my grammer book,"başka"is considered postpositon because it foregoes the word which it determinates.The postpositions collocates with the noun according with it case.
In this book it wrote that:"Postposition başka-the noun or the pronoun is in ablative case:
ex: bu kalemdem başka....
sizden başka....

I'm not the expert in turkish grammer but this is all I learnt from this book

First thingy dingy
The most common example --
of breaking the Rule of Turkish Word Order -- is when the verb doesn't end the sentence.
As mentioned in the section on the Regularities of Turkish, this can be for good and logical reasons -- such as with the Imperative. In the "spoken" Turkish, an imperative verb frequently begins a sentence (Git buradan! Get out of here!), because someone with urgent instructions (or orders) to issue will naturally put the operative word first.
Likewise with an urgent question...For example, the traffic cop just arriving at the scene of a serious road accident might shout Var mI sakat?! Is there anyone injured?! -- although, at the scene of a simple fender-bender, he might calmly ask Sakat var mI? -- in the standard word order for a question.
Another case can arise if the speaker momentarily forgets a word and "temporarily" substitutes sey -- in its place. [In this instance, sey would equate to our what'cha ma' call it.] In English this might arise as in...
We're going to the whatchamacallit -- the football match.
In Turkish, that same statement would look like...
Biz seye gidiyoruz -- futbol maçIna,
where the verb gidiyoruz is displaced from it's "rightful" place at the end of the sentence -- because of the forgetfulness of the speaker.
Ahh, yes...the little word sey (with its literal meaning of 'thing')... You know, it's such an integral part of daily spoken Turkish that we think it needs some additional "respectful" attention...

More of a good Turkish 'thing' --
for advanced language lovers (and other hard cases)...
1. You can carry it to extremes...
Yak! Seyin seyini yedim -- maymunun gözü!
Yuk! I ate the whatchamcallit of the whatchamacallit -- the eye of the monkey!
2. It can be used on purpose (not just when you've forgotten a word) -- to be...
***pretentious*** or gösterisli !!!
(some might say, simply emphatic...)
Sen pervaneli bir ucaktan atladIn. Hah! Ben bir sey'den atladIm -- bir F-16 jet'ten!
All you did was sky-dive from a propeller plane. Ha! I did it from an F-16 jet!

Disguising with "thing"
In case you don't want to come right out and say what you mean in Turkish...

First lady-of-the-evening:
"inanIlmaz bir olay, bugün siftah yapmadIm. Seyim örümcek bagladI."
(It's an unbelievable occurrence, I haven't had my first customer today. My thing is covered with cobwebs.)
Second lady-of-the-evening:
"Ekonomik kriz milleti bitirdi, kIz."
(Yer right honey, the economic crisis is killing the country.)

The latest 'thing'

Just when we think the Turks have run out of new ways to use 'thing', they go and one-up themselves...
While travelling the other day along the Aegean Coast near KusadasI, the corner of one of our eyes was attracted by a bright new construction sign, announcing the start of a fab! new building project -- for a luxury condominium complex.

Standard Word Order

The Turkish sentence has a standard word order -- with deviations from the norm being for clear and logical reasons
Let's look first at a sample English sentence and see how its words are ordered...
John gave me a red book in the restaurant this evening.
That sentence could be re-stated several different ways in English without it changing the meaning of the sentence. We could just as easily have written the sentence as...
This evening in the restaurant, John gave me a red book.
or...
John, in the restaurant this evening, gave me a red book.
The idea stays the same. The word order doesn't really matter in English. This is quite convenient for the native language speaker, but not very helpful if you are trying to learn English from scratch.
But in Turkish the standard word order for that sentence would be...
John... this evening... at the restaurant... to me... a red book... [he] gave.
The Turkish sentence would look like...
John... bu aksam... lokantada... bana... kIrmIzI kitabI... verdi.
(without the ellipses, of course).

Rules of Turkish Word Order

In basic Turkish sentences (like the above),
the order of the words within the sentence is generally influenced (not dictated) by two fundamental 'rules'.
Word Order Rule 1 -- This rule states that the subject comes first and is followed by expression(s) of time. Next come expression(s) of place. And, the last items are the personal and main object(s) which are followed -- at the very end -- by the verb.
Example:
Ben (subject) bugün (time-expression) Londrada (place-expression) kasagI (main object) alacagIm (verb).
I'll go buy a back-scratcher today in old London town.
But this rule is kinda loosey goosey. For example, if you've already read the article, "Do the right Turkish thing," then you already know what we're talking about. But furthermore, as we'll see in the Deviations paragraph below and also when we explore Devrik Cümlesi, this rule
gets abused with regularity.
Word Order Rule 2 -- This rule states that modifiers appear before whatever they modify.
And you can only break this rule... if you're Turkish!
Therefore, adjectives [as well as participles and qualifying nouns] precede nouns.
So it is,
a hound,
...bir av köpegi...
a brown hound,
...kahverengi bir av köpegi...
a brown running-like-hell hound,
...cehennem gibi kosan kahverengi bir av köpegi...
a brown running-like-hell Baskerville hound,
...cehennem gibi kosan kahverengi bir Baskerville'li av köpegi.

And, adverbs [and other verb complements] precede verbs.
Further, we hasten to add that adverbs precede adjectives too (and participles and modifying nouns) --
just about everything in fact (except maybe the subject)!
So it is,
I drove[my car],
...Ben [arabam] sürdüm...
I drove as fast as the wind,
...Ben rüzgar kadar çabuk sürdüm...
I drove as fast as the summer wind,
...Ben esen rüzgar kadar çabuk sürdüm...
I drove as fast as the summer wind that blew at 7 o'clock,
...Ben saat yedide esen rüzgar kadar çabuk sürdüm...
I drove as fast as the summer wind that blew at 7 o'clock out of Mexico,
...Ben saat yedide Meksikadan esen rüzgar kadar çabuk sürdüm...

Deviations
You may deviate from the standard rules of word order when you want to emphasize a particular word or idea in the sentence -- without the need for voice inflection. To give emphasis then, you move the word you want to emphasize to the place right before the verb at the end of the sentence.
So if we were to re-write one of our earlier example sentences as...
Bu aksam lokantada bana kIrmIzI kitabI John verdi,
...the meaning of the sentence takes on a different dimension to convey the idea that...
It was John (and not someone else -- like his wife or child perhaps) [that] gave me a red book at the restaurant this evening.
This consistency of word order can be very helpful to the starting student who is trying to "de-cipher" his first Turkish sentence -- and for us ole timers too, regardless of experience level!

I found some interesting rules about turkish grammer,unfortunatly the explanations are in turkish.If somebody can translate its in english it would be very helpfull for all turkish learners...here is the first part

BASİT CÜMLE "

1. CÜMLE
Normal koşullarda (yani, devrik yapı vs. bulunmayan durumlarda) en basit şekli ile cümle iki unsurdan oluşur:

From the point of energy efficiency a very simple effect also has to be considered:
Particle burnout takes some time.A particle igniting earlier under given ambient conditions will burnout earlier,which means that heat release profile in a rotary kiln will have a tendency to lower back-end temperature influences the heat transfer characteristics in the suspension preheater aiming at reduced thermal losses with the exhaust gas finally resulting in a higher thermal efficiency of the complete kiln system.

Coal/transport air outlet velocity at burner tip here typically may be chosen as low as possible,as no demand of the pneumatic transport system is existing (due to vertical arrangment).Outlet velocity of 6m/s for petcoke is a common value.
Combustion in a rotary kiln is completly different as it has to take care for the process demands.The heat release of the burner flame needs to meet the process requirements.
In rotary kiln burners the coal transport velocity (due to horizontal arrangment) plays a more important role.In order to avoid pulsations of transport air pressure the velocity in the transport piping system must not decrease below approx.30 m/s. The same is valid for the long annular duct of the rotary kiln burner where a velocity of 25 m/s is common.
The optimum outlet velocity of the pulverized fuel in a rotary kiln burner depends on a number of influencing factors(volatile release behaviour,kiln lenght,secondary air temperature,etc.) which means that adaption of coal outlet geometry is a good instrument enabling burner operator for optimising operation.

Combustion in a hot gas generator is controlled by fuel input velocity(much lower than in rotary kilns),combustion air staging ratio and by control of furnace temperature(which is impossible in rotary kilns).Hot gas generators fired with pulverised fuels typically are designed as vertical version in order to minimise molten ash deposits at furnace walls."
