i think it´s not iste but iþte, coz if you look at it, there are other turkish letters also missing, like ö and ü (görünmez), ð (deðilsin), ý (caným) and þ (iþte), so try to look in dictionary with Ã¾.

but if it´s

 ne biliyim iþte    what would it mean?

iþta means :

1. Here!/Here it is!
2. See!/Look!/Behold!
3. as you see.

 Here in TC lots of letters are omitted.   I think it is "biliyorum" thereofr (joking).

"ne biliyorum eþte" = What are you knowing(What do you know) Behold.(or in ENglish).  Hey look what do you know?
