I was reading the thread http://www.turkishclass.com/forumTitle_6_7700 and i'm wondering :

Ne ediyorsun is also acceptable but not common. |
I thought the consonant harmony t -> d only applied to words of more than one syllabul...... |
when it's a verb, t --> d (etmek, ediyorum)
when it's a noun, p --> b (kitap, kitabı .
I've been told that it was so to make it easier to prononce. But if it's true, what doesn't the consonant always change ? What's the rule ? Why does kitap become kitabı(and not kitapı , and why does yapmak become yapıyor, and not yabıyor ?

Consonant mutation has some irregularities.
On this page there is some information about this issue:

Here are rules about consonant mutation:
1. Don't apply consonant mutation after a single syllable word.
2. Don't apply consonant mutation after nouns that were derived with the constructive suffix "t" (yakıt, barut, yanıt, yapıt etc)
3. Irregularities*:
çok > çoğu
teşekkür etmek > teşekkür ederim
* By irregularities I mean words that don't follow consonant mutation or that don't follow the two rules mentioned above.
A complete list on irregularities, which are not many, is unfortunately not available. There are limited number of irregularities but I don't know any source on this topic.

it is the one of the improtant turkish rule called the softening of hard consanant(p,ç,t,k) when they are at the and of word and after them we can use a wovel they have to change to p to b
do you understand?

Yes, there is a rule and as you see there are many exceptions or "add-on rules" in that rule.
It is not about verb or noun.
