Mobile telephone problems

Can somebody help with transation of this:
"Bu çerçevede, 01.01.2007 tarihinden sonra yurda giriş yapanlar, pasaportlarının asılları ile birlikte Abone Kayıt Merkezlerine başvuracaklar, pasaportun yurda giriş/çıkış yaptıklarını gösteren sayfası ve kimlik bilgilerinin bulunduğu sayfasının bir fotokopisi ile üzerinde cihaz IMEI numarasının bulunduğu dilekçeyi sunmaları halinde kayıt işlemi gerçekleştirilecektir.
Abone Kayıt Merkezleri tarafından pasaportun aslı görüldükten sonra dilekçe ile üzerine “Aslı Görülmüştür†damgası ve başvuru mercii kaşesi basılan pasaport nüshaları Telekomünikasyon Kurumuna gönderilecektir. "
I faced with problem of blocking telephone when I was in Turkey in December 2006. Nither my turkish card nor my telephone (not turkish one) didn't work.
As far as I understand there is a new law now about mobile telephone. What exactly it says?

In this context,people which are entering the country after 01.01.2007 will apply to the Suscribers centres with the originals of their pasports,provided that they submit copy of the page of the passport where are the entrence and departure date and copy of the identity card and petition in which is written the IMEI number of their devices,the suscribing procedures will be committed.
When the original of the passport is checked by the Suscribers centres ,the petition and the passport copies over which will be stamped "Verificated with the originals" and applience seal,they will be sent to the Telecomunication company

so what does this actually mean in practical terms for people who are going to be entering the country shortly and wish to take their mobile phone with them?

To Sera_2005: yes, you are right. It looks very complecated for people who suppose to stay short time. I come to Istanbul just one week. So, I don't want to go through all these procedures. As far as I understand the best way is to buy turkish telephon. (well, to try to find the cheapest one I wonder how much ıt can cost...

Isn't this only when you want to use your own phone with a Turkish simcard (because that might be cheaper than your own provider)? I was in Turkey on 1-1-07 and had my mobile phone with me, nobody said anything, nobody asked.

I go to Turkey 3 or 4 times a year and had problems useing my English mobile with Turkish sim card, so decided to buy a Turkish mobile.... It cost me 115.00 YTL for a basic Nokia

I was in Turkey from 2nd/1/07 to 23/1/07 and only found problems with my telephone for the last week. I am not sure if this was because of the new laws, although my Dad(who is Kurdish) said they was turning all European telephones off. I'm not sure how you can tell if a phone is european or english because my boyfriend has an english phone and that worked fine. Maybe it is just the european phones they are turning off (the sim cards), the ones who connect via turkish signals. Iam not sure. When i next go in April. i will help! if anybody has been recently, maybe then can help us

Telephones which were bought abroad are in Turkey "kaçak" which means that theay are illegal. There is no problem unless you use your own, european simcard. But when you buy turkish simcard and use it with your phone, it will be turned off in two or three weeks. No problem if you come for a few weeks, but I spent in Turkey five months and had to buy a phone in turkish ( was quite cheap, about 40 YTL for old nokia). I wish I knew earlier that there is such a law. Its enough if you register your phone on the airport...

Unfortunately, my turkish card didn't work with my telephone from the very first day. If it would worked 2 or 3 weeks, would be good enough. But didn't work from the first moment..(((
