Need help on a very hard translation.

I have a document neither in English not in Turkish.

A different language that I am not allowed to tell. Sorry for that.

There are these sentences that I have translated to English and Turkish.
It will be appreciated if you can check both of them, and correct the English one.
It will be more appreciated if you don't break them into several sentences.


1) The civil registry should be well studied according to optimal scientific, logical and clear basic ways in order to assure the success of the project, so that other organizations can complete the execution of the project while saving energy and public money.

Vatandaşlık kaydı(It is a project), projenin başarıya ulaşmasını sağlamak için en uygun bilimsel, mantıksal ve açık temel metodlar göz önünde bulundurularak çalışılmalıdır ki diğer organizasyonlar enerjiden ve kamu bütçesinden tasarruf ederek proje uygulamasını yapabilsinler. (ya da kısaca 'projeyi uygulayabilsinler')

2)Considering the particularity of the population’s distribution and(with) the geographic and civil elements in providing the basic services helping the execution, such as the telecommunication service technique, electricity, roads in order to reach the habitation gathering.

Uygulamaya yardımcı olacak, topluma ulaşmak için gerekli haberleşme servisi tekniği, elektrik ve yollar gibi temel servisleri sağlarken, coğrafi ve sivil elemanların ve nüfus dağılımı hususunun göz önünde bulundurulması.

I translated habitation gathering from the original language as 2 words, habitation and gathering, and I really don't know what the real meaning is. So I said 'toplum' in Turkish.
Is there anyone who can tell me what it means?

The first part seems to me accurate.As far as I understood this paragraphs are translated from third language,how you are asking if habitation gathering is the right expression if this is not the original text?We may not know what the original is telling.This is my version for the second part:
By providing the basic services helping the execution,such as the telecommunication service technique, electricity, roads which enhance social cohesion ...and the rest is ok

It is a translation from a third language.
And I think it is also translated to that third language from, most possibly, English. And it will be translated to another language (4th) from English.

'in order to reach the habitation gathering'.

You are right to complain about habitation gathering.
I will try to find-out what it is by myself.
