Ne (phrase1) ya da ne (phrase2)

There was a tranlation request that went:

ne konuşmak ...... yada ne bilmek .......

He consensus ended up "what to converse or what to know".

But I thought this construction construes "Neither.... Nor"

For example Rossetta Stone gives this sort of example where there was apicture of horse and the sentence says:

Ne kedi ya da ne köpek. (and this was the correct answer).

neither ... nor is used as ne... ne.. such as ne kedi,ne de köpek.We don't use "ya da" between them,but context is the essetial point for understanding the structure.Maybe it's(yada) possible but we have to know following sentences.

Thanks, that helped.

and since I was going by memory, Rosetta Stone probably didn't use "ya da" in their example.
