I can't help with the rest, but if I understand it correctly, "kere" is times in the multiplication sense. For example: four 'times' six is twentyfour. It has nothing to do with the time you would read on a clock.

Ne zaman? = when?
Ne zaman geliyorsun? = when are you coming?
Okuduğun zaman anlarsın = you understand when you read.
Eve geldiğin zaman beni ara = call me when you come home.
Eve geldiğinde beni ara = same as above.
Vakit is originally arabic and same as "zaman" (forexample you can just replace "zaman" with "vakit" in the above examples.but in some contexes like below, we prefer to use just "vakit" and it's like "hour" in these sentences.
Vakit çok geç. = time is very late
We also say "saat çok geç" but not "zaman çok geç"
Geç vakitlere kadar sokakta durma = Don't stay out until late hours.
kere,defa all mean the same (time) and they're arabic.
-Kaç kere(defa/sefer) buraya geldin? How many times have you come here?
- 3 kere (defa). 3 times.
but in e sentences below "kere" is not used:
Defalarca seni aradım. I called you again and again (for many times).
not "kerelerce seni aradım"
but you can say "5 kere seni aradım" I called you 5 times.
Bu defa daha dikkatli olacağım. This time I'll be more careful. (not bu kere daha dikkatli olucağım.)
Then I can put a rule like "kere comes after a number and how many, as well as defa but not in the other places"
And for mathemathical things, "kere" is used (not "defa")
3 kere 2 = 6
3 times 2.
