The majority of the turkish people cannot speak english (not french and german either ) or they know just very basic things. Only the people who have gone to a good secondary school or the people with a university degree can speak it well. Most of the university students can speak english in good level and unlike the french people with a good accent. In the touristic areas, it's necessary to know some english, german or french, so they learn it.
But nowadays in the big cities, language schools are very popular because knowing english is sometimes a necessity and always an avantage getting a qualified job. So, the number of english speakers is increasing day by day.

Well-people actually students think English or any foreign language is just a subject that they should pass,they don't think how much they will need it in the future.For example;I studied a year called prep. class at first year of high school,my friends used to get really high marks but they've got really bad marks since last year.After I had studied prep. class,I had a summer-job in a touristic place.I only knew English,German and Italian but I saw that German and Italian were unnecessary in Bursa,so I started to learn French.I learned all the phrases about shopping in one day then improved it a bit in two months by practising.
But there're so many people who speak English fluently and people will try to help you even they don't know any foreign language.

My boyfriend speaks good English and is going to pick up Mandarin soon =D he knows a handful of Chinese words and phrases but he speaks it with a very strong English slang =D
