I am afraid that England has a very bad reputation for football violence - but tops is Italy. It is a little more than men behaving badly, this is often organised by extreme right wing factions. In the UK it was the National Front (right wing facist organistion) who started the trouble but then swiftly left the scene. Even "reputable" business men were identified. Thankfully the police and underground organisations have gone along way to stamping it out, but mud sticks.
