Are the following four letters not considered part of the Turkish alphabet?

â é î û

And what about ğ???
I'm assuming it is but would like some clarification please.

i didnt think a and i had hats on as i call it but u without hat on makes the sound oo like in the word pull and u with hat on makes the sound ew like the french word tu i think
