Getting Turkish BF to America

Am trying to get information on getting my turkish boyfriend to America.He went to the consulant in Istanbual,
and ws told he had to own property to get a visa to America. Can this be right?
He is employed by the Turkish government and has a Visa now for the European countries, due to his work.
So we are not understanding, the problem..
Any help on this matter would be greatly appreciated....

that is not true, he could get a student visa (not sure of the requirements)or tourist visa.

He can apply for a visitor's visa, but he has to prove his ties to Turkey meaning that he has reasons for returning home after his visit to the USA like a job, a business, a house, property, bank accounts, etc,etc.
