Do you think something, like a verb, is absent in the first line below or is that a usual case in news english?
"Due to the recovery in the water levels of hydroelectric power stations with the coming of rain. Argentina started to restore the power supply this month."
Due to the recovery in the water levels of hydroelectric power stations with the coming of rain... and what? What should I understand from this? Where is the verb?

From the text you have posted here it looks like it really just needs a comma instead of a period....
"Due to the recovery in the water levels of hydroelectric power stations with the coming of rain, Argentina started to restore the power supply this month."

I am probably a bit late for you, but there is also a problem with the first part. I dont like "due to the coming of rain".
Maybe it should be:-
"The recent rainfall in Argentina has brought about recovery in the water levels of hydroelectric power stations and power is starting to be restored this month.
