Could someone tell me if there is something lack in the following sentence, especially after 'St Petersburg' but before 'the city's'? I added the part in the brackets in bold. Is that correct?
Again, is everything normal in this one, too, especially after "firstly" and before "in connection with"? Is the below "by" used in the sense of 'of'?

OK. it is a committee, but then why is it there after "St. Petersburg"? What is its function there?

OK. It helps if we move the quotation marks and give capital letters to the name of the committee. i.e.

I couldn't ask what I really want to ask. I meant, everything up to "in St. Petersburg" is normal and meaningful. But what the hell the following part is doing there? I mean the part starting with "the city's".
