Yes, they refers to infrastructural measures.
Infrastructure: alt yapısı
This sounds like something to do with the EU. Am I right?
There are some infrastructural measures.
Poland, Slovakia and the Czech Republic are doing these. And they are doing these a lot.
Bulgaria and Romania are wanting to do these a lot too.
But they are only doing them a little bit at the moment.
They are waiting (on standby - beklemede) to be allowed/ to be chosen for/ to be able to do them more.
