Had you included a little bit more it would be easier to understand from context. Business English is difficult even for proficient 'normal English' speakers. 'new business' would refer to new accounts opened with a company. Maybe you are lucky and there is a business person out there or a Business English teacher out there!

For the purpose of this paragraph, read MARGIN as LEVEL.
NEW BUSINESS means NEW TRADE/IMPORTS from the period starting 1st September 2006.
