Found some things myself:
* bulutların üstünde olmak / mutluluktan uçmak
* ağzı kulaklarına varmak
I was especially looking for the "love" meaning, being head over heels in love, being in "7th heaven" (dunno if this is used in English)..

İ only can translate it,but i guess you are asking for an expression for this state in Turkish
And that only a native can give you
The only cloud nine i know is
Dokuzça bulutu
But i guess you know that already

Considering its synonyms are: "bliss, blissfulness, heaven, over the moon, paradise, perfect contentment, seventh heaven, top of the world, walking on air", I think the ones you found could meet the expression in question. After all, as far as I see, it is not specifically related to love-matter either.
Apart from yours, two more spring to mind right now, which are "sevinçten uçmak" (sames as 'mutluluktan uçmak') and "başı göğe ermek' ( used for unexpectedly being or having happiness). Thus, you could say for your friend:
"Mutluluktan/sevinçten uçuyor."
"Mutluluktan/sevinçten ağzı kulaklarına vardı."
"Başı göğe erdi." (If your friend didn't expect to have the love in question."
