Urgent Help: Please!!

"Surcharges on type 316 are 15% lower than in September and 34% down on the peak month of July – which was also the highest surcharge month for type 304. They were last at current levels in November 2006."
The last sentence in bold, please! "They"? "Last"? "current levels in november 2006"!!!??

The last time that surcharges were at this rate (level) was in November 2006.
