I will try to match them with tenses in english, as much as i know.

I = Ben
to buy = Satın al-mak (the root of the verb is "al")

*** Di-li geçmiş zaman - tense suffix -> di (dı, du, dü) , ti (tı, tu, tü)
(Ben) satın aldım. (I bought)

*** Miş-li geçmiş zaman - tense suffix -> miş (mış, muş, müş
(Ben) satın almışım. ( ???)

* Dili geçmiş + Miş-li geçmiş
(Ben) satın almıştım. (???)

*** Şimdiki zaman – tense suffix -> iyor (ıyor)
(Ben) satın alıyorum. (i am buying)

* Şimdiki zaman + di-li geçmiş zaman

The verb conjugation in turkish is really simple since all the verbs are regular. So this program can conjugate all the verbs in turkish. You can even make up a verb , obeying the general turkish harmony rules program conjuate this verb like a native speaker.

There are already plenty of programs that conjugate Turkish verbs.

So, you will not be creating anything new.
