The Turkish dictionary software doesn't use any CPU time at all when it is sitting idle and it has very little CPU usage even when it is being actively used. The RAM usage is around 100MB because it runs on Microsoft .Net framework. Still, this should not cause a performance problem. I use it on my computer without problems. Can you give some more details on the problem you had after installing it?

uuuum .. RAM and HDD space are 2 different types of memory. The easy way to explain it is like this.
RAM - Random Access Memory is like a "pretend/virtual" bucket .. when a program starts it dips into that bucket for memory so that it is able to run the program.
HDD - Hard Disk Drive is like a "physical/real" bucket. You "store/install" physical programs to it so they can run. Now as you use the programs the files, dll's that are used may get fragmented or seperated from their brothers and sisters, which is why you have to defragment (take all the eroneous spaces out allowing the program family to be back together again) your HDD every now and then from disk management.
I tried making this explanation into normal people terms so that it is easier to understand.

Ok, I tried it again, but it was slow and wouldn't open...I click to open it, left it for a while and nothing happened, so I tried again. Again, it didn't appear, but in my little bar thing in the bottom righthand corner it came up with the turkish dictionary picture twice....
