Its meaning is like a bad criticism and it is slang word in Turkish and We use this word (Oha) When Someone make absurd/bad/abnormal remark,attitude or action in a situation/community...or if Someone start to bombastic in a conversation or or When someone start to commit excesses within a community....then we can use this word(Oha)...for to advise/to caution/to warn because of his/her wrong ways...And You can say "Oha" But it is not kind&polite word for to use in everywhere..

"Hey,Dude/Friend/gal/boy...etc What are you doing??? Stop(slowdown)!!!That absurdity or exaggeration.

p.s.;
and Somewhat,It is like a Whoa!!! I mean;We say it like that "çüş"(or "Oha")in Turkish.
çüş;whoa !(used for ordering a donkey to stop)
çüş;(vulgar) you fool
Çüş(atları durdurma seslenişi);whoa

OHA is the sound shepherds use, to stop a cattle moving into the wrong direction.

His fault is not in drinking raki, but in mentioning it afterwards.
Gentlemen will understand what I am talking about. You need not bother...
