Annesi ona üzerinde kırmızı başlığı olan bir pelerin almış

Hmm but it is a bit of a confusing sentence structure, I had to read it twice to see what the üzerinde related to:

Annesi ona üzerinde kırmızı başlığı olan bir pelerin almış

Literally, word for word so you can see how the sentence is made up:

Her mother - for her - on top of it - red - hood - with - a - cape - bought.

I first read the üzerinde as on top of her, but it is of course on top of the cape.

It cold be more usual to say a cape with a hood:
Annesi ona kırmızı başlıklı pelerin almış
