Renewing my Turkish passport

I became a Turkish citizen 5 years ago (doesn't time fly) and I now need to renew my passport.
It expires on 13 Jan
I need to go abroad on 29 Jan.

Can anyone tell me:

a) Can I get it renewed within a week or so? Renewing my UK passport took 2 weeks here in Istanbul!

b) Can I apply to renew it before it expires on the 13th?

I had to renew it 4 years ago(I think) in Turkey.
And it took 3 or 4 days (I think it takes more than a week I think). But I had to explain 'I did not have enough time in Turkey' etc. And also I know, my passport was expired when I applied for renewal. But I would not count on it.
It is better to go there before it expires.
