"If" actually means "Eğer" in Turkish
"ise" is a kind of particle which doesn't have a meaning alone out of a sentence...
When you use it in a sentence it gives several meanings, i'll try to explain it with examples...
Examples:
Osiloskop ya da her ne ise
oscilloscope or whatever(it is)
note : you can also say : Osiloskop ya da her neyse
"ise" usually can be combined into a single word with the word it comes after.
whatever=her ne ise[ne(y)-se]
Ali konseri çok beğendi , bense(ben ise) pek beğenmedim
Ali enjoyed the concert while i didn't like it at all
here "ise " does the job of "while" in the sentence
Kahvaltını bitirdiysen hadi dışarı çıkalım.
(here you can't say "bitirdi isen" you should combine it)
Let's go out if you are done with your breakfast.
here "ise" is used to give the meaning of "if" ,
bitirdi(y)-se-n , it is used as a conditional affix
Ben gelicem , o ise gelmeyecek.
I will come but he will not(come).
Here it is better to write "ise" separately , because "oysa" normally has a meaning like "however","but","yet"
if you write it this way : Ben gelebilirim , oysa gelmeyecek
it sounds a little weird
like : i will come , however will not come
it is better to stress "ise" to give the right meaning clearly...
it would be ok if you were to say : Ben geleceğim ;oysa o gelmeyecek
(in speaking language : you may use "gelicem" for "geleceğim" , "gelmiycek for "gelmeyecek")
I will come , however(but) he won't(come)
Here we see the word combination "oysa" which is a separate word and has separate meaning...
