önemli değil--> it doesnt matter/not important/it is ok (when someone says sorry to u)/not at all (when someone thanks u) 
Boşver--->it doesnt matter/never mind.
On the meaning of it doesnt matter, I think boşver is more common. And even u can say "salla"

Agree.
Boş ver has more of a "don't worry about it", "don't sweat over it", "let it go" meaning.
If someone thanks you for doing something for them, it wouldn't be appropriate to say "boş ver" as a reply! Often foreigners are taught to say "birşey değil" or "önemli değil", but in my experience Turkish colleagues are more likely to say "rica ederim" as a reply to "teşekür ederim"

I think 'salla' will be over the top and forcing the borders of politeness..
I think both onemli degil and bos ver can be used in daily life, but bos ver is used more between friends than onemli degil..
But, If you are having an important meeting for example, 'onemli degil' will be more appropriate for 'it does not matter'. Onemli degil is more formal and more polite.

Yes Boşver is not an appropriate reply to thank you  But sometimes we do it. Look at this:
My friend: Thanx for talking to the lecturer for me
Me: Boşver ya Önemli değil. (so önemli değil still follows )
Rica ederim is the sooo polite way of saying you are welcome. In daily life, among close friends, önemli değil is more common.

For example today we had this talk:
My friend: İncişka, what will we do this Monday in Müge's lesson?
Me: Salla ya (never mind it)

Yes! Thats a good expession for It doesnt matter, too.
Like A: Kahve mi çay mı? (coffee or tea?)
B: Fark etmez. (it doesnt matter/both are ok with me)
