Is it normal to use this phrase when writing to wife or does it have another meanting?

Yes it's polite. It's the female version of 'Bey' and the Turks tend to use instead of your surname. Eg in English we would probably refer to 'John and Jane Smith' as Mr and Mrs Smith. In Turkish they would say 'John Bey ve Jane Hanım.
