There are two types of high schools in Turkey. Those funded by the government, and "özel lise" (private sector schools) which are funded by the students' parents. Obviously, the number of students in the latter category is much less.
The government funded schools almost never hold a prom, the others generally do. It's all about the money.
Then again it was a loooong time ago when I graduated and things may have changed since, so don't take my word for it!

Usually here in the states the kids, parents pay for the prom sponsored at the public schools. I wonder if there was such a interest why doesn't the school just sell tickets to fund the prom.

Of course, public or private school, always the parents pay. Here too, the school sells tickets for the prom or the ball and the kids buy them. There may or may not be an interest in such organisations depending on the students' or families cultural background, but that's not what I meant.
In public schools pupils often come from poor families. If they were any richer, they would be in private schools instead. Thus the price of the ticket, plus other expenses such as buying or renting a dress, shoes, etc, will generally be more than the family is willing or able to pay.
