Literally it means ´my life´ ´can´ is life and ´ım´ is the possessive ending for ´my´.
It is used all the time as an endearment between friend as darling. dear,my love etc.

It completely depends on these:
Who tells it?
Who is it told?
When is it told?
Why is it told?

We would normally use the verb to say in this case.
Who says it?
To whom is it said?
When is it said?
Why is it said?
