This is an interesting one. Of course, plant hunters have been collecting plants from all over the world for hundreds of years quite legitimately.
I am not quite sure what the "crime" is here as there are few unknown species in the world. Most of the plants you list are available in garden centres all over the world quite cheaply. Mind you I have had a few glasses of wine so maybe I am missing some point

Read it again carefully....in particular this part....
"...Later, patents are obtained for the smuggled plants and animals. By this way, they become the property of other countries and they are sold back to our country," Duzenli said.
He said that foreign "nature spies", acting like tourists or collectors, visited certain habitats of Turkey and they collected samples from plants or smuggled unique animals."
