Unfortunately I have nothing to say about it - what you see in the photo is a sign on one of the streets in Cracow. I was strolling in the streets when a friend of mine saw it. I know nothing about that government or its representative in Poland. There is a Polish-Kurdish Friendship Association but their website is in Polish and Kurdish only.

But there´s been really a regional government of Kurdistan in north Irak, and since 1992. it has nothing to do with Turkey. However I´m not sure how many countries recognize it.
