Nah, you need a certificate to get accepted into the next level - you´re admited to the next school depending on the results of the former one. With bad grades from primary school you´re unlikely to get into a good middle school etc. On each level you have about 14 subjects annually so that´s a pretty hard job. Additionally after each level you pass a national test

Here each state school has a catchment area and anyone in that catchment area has an automatic right to attend that school provided it is not already over subscribed. It is slightly more complex because many primary schools are church schools and aided church schools can set their own admission policy but for the most part it is still the case that anyone in their catchment area will get a place if there is one.
Almost without exception, the only schools that can be selective over intake on academic grounds are private schools.
