I am only learning so maybe wait for corrections.
The first sentence:
At registration on 31.8.08 the co-operative accountant says that historically the interest on our loan appears to be ....YTL
I think this is a general translation but wait for betters.
Sorry I don´t have time to help with the rest.

2nd sentence onwards - not a word for word translation but the general understanding
Thanks for payments. Receipts can be given so that corrections can be made. The fees are to be paid monthly or a 4% interest charge will be made. At the AGM on 1.6.08 the fees were set at 1250.00 YTL form July.
Not sure about the 70% sentence. It then goes on to talk about renewing the current building permission. Payment needs to be made at the right time.
Sorry not sure about the rest.

According the the accounting records of our co-operative, your debt at 31 August 2008, together with interest, is .......... YTL. It is possible for us to correct our records if you have in your possession receipts for months for which we do not have a payment recorded for you. Interest of 4% per month for missed monthly installment payments is applied in accordance with decisions made at the Annual General Meeting, and cannot be argued with. Although the AGM held on 1 June 2008 agreed that members should make an extra interim payment of 1.250 YTL, up to today 70% of memebrs have not yet made this payment. This situation has made it difficult for us to renew the building permission and to apply for residential permission. Because payments have not been made on time, the targets that were set at the AGM are now at risk of not being met. So members who do not pay their monthly installments and who do not make this extra interim payment by 30 September 2008 will be faced with legal proceedings.

Does it say anywhere about paying 1250ytl twice, in September AND November?
