Motor Scooters- Rules & Regulations

Does anyone know what the rules/regulations are regarding motor scooters in Turkey?  In particular, do foreigners need to hold a residency before they can buy one?  What licences are required? Is insurance mandatory?

 

I spend a fair bit of time on the Bodrum Peninsula and live close to a Jandarma station.  I see kids, probably in their early teens riding scooters.  I have also seen whole families riding on one scooter.  Very few people wear crash helmets.  The local Jandarma ignore these issues, and I presume that there is minimal regulation as far as motor scooters is concerned.

 

I am thinking of buying a scooter when I return to Turkey next year.  Any information that anyone can provide would be appreciated.
